To:

1.                 H.E. Yoweri Kaguta Museveni,

President of the Republic of Uganda,

Office of the President,

P.O. Box 7168, KAMPALA.

2.                 Hon. Kabanda Minsa,

Minister for Kampala Capital City and Metropolitan Affairs,

KAMPALA.

Dear Your Excellency and Hon. Minister,

Re:    Objection to Development of a Solar-powered, Eco-friendly Modern Commercial and Business Complex at City Square, Kampala

The letter was duly served on H.E. the President and the Honourable Minister as can be seen from the signature and stamp acknowledging receipt of it.

Thank you for the good work you are doing for our country. God bless you.

Reference is made to H.E. the President’s letter, reference number PO/1, addressed to the Minister for Kampala Capital City and Metropolitan Affairs, entitled, “Proposal for the Development of a Solar-powered, Eco-friendly Modern Commercial and Business Complex at City Square, Kampala.” In the letter, Your Excellency says that you received a letter from Hajj Hassan Bulwadda proposing to develop the two acres at City Square in Kampala into a modern, eco-friendly real-estate complex, with a hotel, shopping mall, etc., using solar-power, etc. Consequently, you direct the Minister to study the proposal and get back to you. I thank Hajj Bulwadda for his fronted proposal, but I write to oppose his plans.

President Museveni's letter to the Minister for Kampala Capital City and Metropolitan Affairs directing her to study Hajj Hassan Bulwadda's proposal to redevelop City Square (otherwise formally known as Constitutional Square).

Mr. President and Madam Minister, I am really not an environmentalist as such or an expert on environmental matters/issues; and so I assure you that this letter will not harangue you with the usual, somewhat complicated stuff in that field that are said in boardrooms, conferences and similar occasions. Rather, my take on this matter is purely premised on one thing: COMMON SENSE. In fact, I shall not even waste your precious time and energy on a detailed discussion on the now familiar topic of preserving green spaces in our country, more so Kampala.

Your Excellency and Hon. Minister, it is a matter of common sense that that piece of land we call City Square, so centrally and strategically located in the heart of Kampala, the capital city of Uganda, adjacent to Judiciary Headquarters, our central bank (Bank of Uganda) Kampala Central Police Station, with State House–Nakasero and Sheraton Kampala Hotel not far away, should be kept open, vacant, green, undisturbed. We can maybe just add a water fountain to enhance the Square’s beauty and majesty. KCCA officials should study the desirability of that; otherwise the place would still look nice even without a water fountain. Just make it cleaner and decongested. Mr. President and Madam Minister, I know that you are well read and travelled people: where in the world have you seen a serious city without a place like City Square? A city that is all built, without open spaces. Really? Where have you seen that?

You see, one must have a sense of aesthetic beauty, a taste for class and penchant for good orderliness. On this note, I must observe that this obsession with concrete everywhere among some of you, our beloved leaders, is really amazing, but also very worrisome and totally uncalled for. City Square is an obvious breathing space, so-to-speak, in our capital city.  However nice sounding Hajj Bulwadda’s proposed developments are, they cannot beat the physical efficacy of City Square.

I usually move on the roads at City Square when in town; and I wonder why the place is neglected – almost abandoned, administratively – with the roads half-blocked, kind of used as a dumping ground for old, dilapidated cars in dangerous mechanical condition (D.M.C.s). But now it is beginning to make sense to me: it is part of a cleverly disguised scheme to grab that piece of prime land for substandard developments compared with the value in the place’s natural usefulness.

I believe Hajj Bulwadda’s proposal will bring for us bulwadde (Luganda word for diseases) due to congestion caused. There are many other places in Uganda that can accommodate his planned modern, eco-friendly real-estate complex, with a hotel, shopping mall, etc., using solar-power, etc. Let him take his developments there. Please leave City Square, Kampala alone.

Both the mind that can conceive and contrive such an idea and the one that entertains it for a place like City Square are to me highly suspect. It seems some people are born and grow up in overcrowding, congestion and filth that unfortunately never leave their heads and hearts no matter how much they grow, are educated or get exposed to better conditions, people and places. I hope Your Excellency and Hon. Minister do not join the cluster and side of such people.

For God and my country,
