Thank you, distinguished gentlemen, for all the good work you are doing for our beloved country. I wish you all the best in your endeavors and term of office.

Please accept my hearty congratulations upon your re-election to parliament as Members of Parliament; and afterwards, Hon. Oboth-Oboth as Speaker and Hon. Tayebwa as Deputy Speaker. I extend the same to Rt. Hon. Ssenyonyi for his re-appointment as Leader of the Opposition in Parliament. Your respective re-elections and re-appointment are proof of your good and capable leadership and a testament to the trust Ugandans have in you. May you continue driving our country to greater heights and making our people proud. Godspeed, gentlemen.

The letter was duly served and received as evidenced by the recipient's signature signifying receipt of the same.

Then, I call upon you to support my efforts to reform and transform legal education in Uganda, chiefly by integrating postgraduate bar course training at Law Development Centre into undergraduate academic education at universities and other tertiary institutions. To this end, I drafted a Bill which I formally presented to government in 2024, entitled The Legal Education And Training Bill, 2024 (a copy of the Bill is hereon attached for your perusal). Perhaps you may want to know, in passing, that the Bill is a follow-up to my complaint to this House that I pursued in 2014 to 2015. My Bill addresses all aspects of legal education from accreditation, to admission, teaching/instruction, supervision and examination. It goes a step further providing for enrolment into legal practice after passing a pre-bar examination. It is therefore fully adequate for our country’s legal education needs.

But as you may be aware, the Attorney General’s Chambers presented a rival Bill in 2025, contrasting mine that came earlier. Unfortunately, the government Bill is grossly deficient for our legal education needs. In my letter to HE the President and selected Cabinet Ministers (including the Speaker now), I described it as “a lousy piece of patchwork” for reasons well explained in the letter and so I need not repeat them here. On this note therefore, I request you, good sirs, to throw your weight behind my Bill and support it. Although it is not perfect, it certainly gives a good and decent start in our journey to reform and transform legal education in Uganda.

Dear Right Honourable gentlemen, for my efforts that are giving good value, it is only proper that I also be given good value in return. After all, as the saying goes, one good turn deserves another. Government may, for instance, give me a full masters scholarship (preferably at a Ugandan university), a job or money. Of these, a scholarship would be my most preferred choice. In my view, one of the reasons why we, Blacks, have failed to develop to greatness is because we don’t value and respect enough the people who do good work or things for us. I therefore humbly request you to use your esteemed offices to help me get a befitting reward for my labours.
